
MP takes a long time to develop, with proper support like servers, engine etc. And if Commandos did it, doesn't mean Shadow Tactics can do it without any problems. Commandos had a good coop support but it was an AAA title back then and had the time and resources to implement it. It becomes obvious in the later missions. It is inspired by it, but not exactly the same. So yes, it should have been a top priority for sure.

It also comes with the mentioned additional bonus of having more sales opportunities. Most of the hard design work and effort is already done and was laid out for them.
